A fungal pathogen travels faster than a forest
Plants, soil, timber and packaging can all carry invisible spores; biosecurity begins before the border, not once the trees start dying.
An invasive pathogen does not need to produce a large fruiting body beside the port. It can travel in a symptomless seedling, in soil around roots, in timber, in seed, in packaging or on equipment. Once introduced into a new region it meets hosts with no shared evolutionary history, and can spread before the symptoms are correctly recognised. The diseases of elms, chestnuts and ashes show that the consequence is a change to an entire habitat, not merely a commercial loss.
The International Plant Protection Convention provides a framework for cooperation to prevent the introduction and spread of plant pests. In practice it covers risk analysis, phytosanitary certificates, surveillance, diagnostics, emergency action and standards for transport pathways. A "pest" may be a fungus or a fungus-like organism. A national border is only one point in the system.
Effective protection requires reference material and molecular methods. A wilting symptom does not point to a single cause, and detecting DNA does not always prove active infection. A laboratory should combine the sample, quality control, sequence, culture, morphology and the consignment's history. Speed matters, but a false alarm can halt trade, and a false negative can open the way to an epidemic.
For a traveller the conclusion is mundane: do not carry soil, seedlings and fresh plant material without checking the rules. Tools and boots should be cleaned after fieldwork. A manager needs a reporting plan, monitoring of high-risk sites, and communication that does not stigmatise the observer. Once a pathogen establishes in a forest, complete removal is often impossible; that is why prevention has an exceptionally high value.
Biosecurity is a system, not a stamp
The IPPC operates through specific standards. ISPM 36 treats plants for planting as a higher-risk pathway than most commodities because they remain alive and enter conditions favourable for growth. It calls for integrated measures at production and throughout distribution: traceability, hygiene, surveillance, inspection, testing and corrective action. ISPM 40 separately addresses growing media moved with planting material. PCR may detect DNA from a non-viable organism, while visual inspection may miss latent infection; methods must match the regulated pest and pathway. These standards guide national plant-protection organisations. They do not authorise a traveller to move specimens or soil, and biosecurity is not reduced to a single border test or stamp.
